Important: Please read these Terms of Service carefully before using our Services. By accessing or using the Services, you agree to be bound by these Terms. If you do not agree to these Terms, you must not access or use the Services.
1. Acceptance of Terms
These Terms of Service ("Terms") constitute a legally binding agreement between you ("User", "you", or "your") and Pareto Economics Ltd ("Pareto Economics", "Company", "we", "us", or "our"), a company registered in England and Wales, governing your access to and use of:

- The Global Power Index Dashboard at globalpowerindex.com
- All related services, content, features, and functionality (collectively, the "Services")
By creating an account, accessing, or using any part of the Services, you acknowledge that you have read, understood, and agree to be bound by these Terms and our Privacy Policy, which is incorporated herein by reference.
If you are using the Services on behalf of an organisation, you represent and warrant that you have the authority to bind that organisation to these Terms, and "you" and "your" shall refer to both you individually and the organisation.
2. Definitions
In these Terms, the following definitions apply:
- "Content" means all text, data, graphics, images, charts, maps, indices, rankings, methodologies, analysis, reports, and other materials made available through the Services.
- "GPI" means the Global Power Index, our proprietary framework for measuring and ranking national power across multiple dimensions.
- "GPI Data" means all data, rankings, scores, indices, and derived information generated by or displayed through the GPI methodology.
- "Specialised Indices" means the thematic sub-indices derived from the GPI, including but not limited to Energy Security Index, Financial Resilience Index, Technological Leadership Index, and other indices as specified on the Services.
- "Dashboard" means the Global Power Index Dashboard, an online platform providing access to GPI Data and Specialised Indices.
- "Subscription" means a paid plan providing enhanced access to the Services.
- "Enterprise Services" means bespoke advisory, research, consulting, and speaking services provided pursuant to separate agreements.
3. Eligibility and Account Registration
3.1 Eligibility
To use the Services, you must:
- Be at least 18 years of age
- Have the legal capacity to enter into a binding agreement
- Not be prohibited from using the Services under applicable laws
- Not have been previously suspended or removed from the Services
3.2 Account Registration
To access certain features of the Services, you must create an account. When registering, you agree to:
- Provide accurate, current, and complete information
- Maintain and promptly update your account information
- Maintain the security and confidentiality of your login credentials
- Accept responsibility for all activities that occur under your account
- Notify us immediately of any unauthorised use of your account
You may not share your account credentials with third parties, create multiple accounts, or transfer your account to another party without our prior written consent.
3.3 Account Verification
We may require you to verify your email address or identity before activating your account or granting access to certain features. We reserve the right to refuse registration or cancel accounts at our discretion.
4. Description of Services
4.1 Global Power Index Dashboard
The Dashboard provides access to:
- GPI rankings and scores for up to 194 countries
- Historical data spanning 30+ years (subject to data availability)
- Ten Specialised Indices providing thematic analysis
- Data visualisation, comparison, and export tools
- Analytical features and reporting capabilities
4.2 Service Tiers
The Services are offered in multiple tiers:
- Free Tier: Basic access to selected GPI Data and features
- Premium Tier: Enhanced access to comprehensive data, historical trends, and advanced features
- Enterprise Tier: Full access plus API capabilities, team accounts, and dedicated support

4.3 Enterprise Services
Advisory, research, consulting, workshops, and speaking engagements are provided pursuant to separate written agreements and are subject to additional terms and conditions specified therein.
4.4 Service Availability
We endeavour to maintain continuous availability of the Services but do not guarantee uninterrupted access. The Services may be temporarily unavailable due to maintenance, updates, or circumstances beyond our control. We shall not be liable for any unavailability or interruption of the Services.
5. Subscriptions and Payment
5.1 Subscription Terms
Paid Subscriptions are offered on a monthly or annual basis, as specified at the time of purchase. By subscribing, you agree to pay all applicable fees and authorise us to charge your designated payment method.
5.2 Payment Processing
Payment processing is handled by our third-party payment processor, Stripe, Inc. By making a payment, you agree to Stripe's terms of service. We do not store your full payment card details on our servers.
5.3 Pricing and Fees
All prices are quoted in the currency specified at checkout and are exclusive of applicable taxes unless otherwise stated. We reserve the right to change our pricing at any time. Price changes will not affect active Subscription periods but will apply upon renewal.
5.4 Automatic Renewal
Subscriptions automatically renew at the end of each billing period unless cancelled before the renewal date. You may cancel your Subscription at any time through your account settings or by contacting us.
5.5 Refunds
Subscription fees are generally non-refundable. However, you may be entitled to a refund:
- Within 14 days of initial purchase if you have not substantially used the Services (in accordance with UK consumer rights)
- If we materially breach these Terms and fail to remedy such breach within 30 days of notice
- At our sole discretion in exceptional circumstances

5.6 Non-Payment
If payment fails or your account becomes overdue, we may suspend or terminate your access to paid features until payment is received. We reserve the right to pursue collection of unpaid amounts.
6. Intellectual Property Rights
6.1 Ownership
All Content, including but not limited to the GPI, GPI Data, Specialised Indices, methodologies, algorithms, software, designs, text, graphics, logos, and trademarks, is the exclusive property of Pareto Economics or its licensors and is protected by copyright, trademark, patent, trade secret, and other intellectual property laws.
The Global Power Index methodology, scoring system, and analytical framework constitute proprietary trade secrets and confidential business information of Pareto Economics.
6.2 Limited Licence
Subject to your compliance with these Terms, we grant you a limited, non-exclusive, non-transferable, non-sublicensable, revocable licence to access and use the Services and Content solely for your internal business or personal purposes.
This licence does not include the right to:
- Modify, adapt, translate, or create derivative works from the Content
- Reverse engineer, decompile, or disassemble any part of the Services
- Remove, alter, or obscure any proprietary notices
- Use the Content for any purpose not expressly permitted by these Terms
6.3 Trademarks
"Pareto Economics", "Global Power Index", "GPI", and related logos and marks are trademarks of Pareto Economics. You may not use our trademarks without our prior written consent, except as necessary to refer to our company or Services in a manner that does not imply endorsement or affiliation.
7. GPI Data Usage Restrictions
Critical: The following restrictions are essential to protecting our intellectual property and the integrity of our Services. Violation of these restrictions constitutes a material breach of these Terms.
7.1 Prohibited Uses
You shall not, directly or indirectly:
- Redistribute or Resell: Copy, reproduce, republish, distribute, sell, licence, or otherwise make available GPI Data to any third party, whether for commercial gain or otherwise, without our prior written consent
- Automated Access: Use bots, scrapers, crawlers, or other automated means to access, collect, extract, or download GPI Data, except through officially provided APIs pursuant to an Enterprise agreement
- Competing Products: Use GPI Data to create, develop, or enhance any product, service, database, or index that competes with or is substantially similar to the Services
- Systematic Collection: Systematically collect, aggregate, or compile GPI Data to create a database or dataset, whether or not for commercial purposes
- Misrepresentation: Present GPI Data as your own work or misrepresent the source of the data
7.2 Attribution Requirements
Where you are permitted to reference or cite GPI Data (e.g., in research, publications, or presentations), you must:
- Clearly attribute the data to "Pareto Economics, Global Power Index"
- Include a link to www.pareto-economics.com where reasonably practicable
- Not alter, misrepresent, or take the data out of context
- Comply with any additional attribution guidelines we may publish
7.3 Data Export
Data export functionality, where available, is provided for your personal or internal business use only. Exported data remains subject to all restrictions in these Terms. You may not share, publish, or distribute exported data except as expressly permitted.
7.4 API Access
Access to GPI Data via API is available only to Enterprise Tier subscribers pursuant to separate API terms and conditions. Unauthorised API access or attempts to circumvent access controls are strictly prohibited.
8. Acceptable Use Policy
You agree not to use the Services to:
- Violate any applicable law, regulation, or third-party rights
- Engage in fraudulent, deceptive, or misleading conduct
- Transmit malware, viruses, or other malicious code
- Interfere with or disrupt the Services or servers
- Attempt to gain unauthorised access to any part of the Services
- Circumvent, disable, or interfere with security features
- Impersonate any person or entity
- Harvest or collect user information without consent
- Use the Services for any illegal, harmful, or objectionable purpose
- Encourage or enable any other party to do any of the foregoing
9. User Content and Feedback
9.1 User Content
You may have the opportunity to submit, post, or transmit content through the Services ("User Content"). You retain ownership of your User Content, but by submitting it, you grant us a worldwide, royalty-free, non-exclusive licence to use, reproduce, modify, and display such content solely for the purpose of providing and improving the Services.
9.2 Feedback
If you provide us with feedback, suggestions, or ideas regarding the Services ("Feedback"), you agree that we may freely use, disclose, reproduce, and exploit such Feedback without restriction or obligation to you.
10. Disclaimers
10.1 "As Is" Basis
THE SERVICES AND ALL CONTENT ARE PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, WHETHER EXPRESS, IMPLIED, OR STATUTORY. TO THE FULLEST EXTENT PERMITTED BY LAW, WE DISCLAIM ALL WARRANTIES, INCLUDING BUT NOT LIMITED TO IMPLIED WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, TITLE, AND NON-INFRINGEMENT.
10.2 No Investment or Professional Advice
THE SERVICES AND CONTENT ARE PROVIDED FOR INFORMATIONAL AND EDUCATIONAL PURPOSES ONLY. NOTHING IN THE SERVICES CONSTITUTES:
- Investment, financial, tax, or legal advice
- A recommendation to buy, sell, or hold any security or asset
- An offer or solicitation of any investment
- Professional advice of any kind
You should consult qualified professionals before making any investment, business, or policy decisions. We are not responsible for any decisions made based on the Content.
10.3 Data Accuracy
While we strive to provide accurate and reliable data, we do not warrant that GPI Data or any Content is complete, accurate, current, or error-free. Data is derived from third-party sources and proprietary methodologies, both of which may contain errors or limitations. Past performance and historical data are not indicative of future results.
10.4 Third-Party Content
The Services may contain links to third-party websites or resources. We are not responsible for the availability, accuracy, or content of such external resources and do not endorse any products or services offered therein.
11. Limitation of Liability
11.1 Exclusion of Liability
TO THE MAXIMUM EXTENT PERMITTED BY APPLICABLE LAW, IN NO EVENT SHALL PARETO ECONOMICS, ITS DIRECTORS, OFFICERS, EMPLOYEES, AGENTS, AFFILIATES, OR LICENSORS BE LIABLE FOR ANY:
- Indirect, incidental, special, consequential, or punitive damages
- Loss of profits, revenue, data, goodwill, or business opportunities
- Damages arising from your use of or inability to use the Services
- Damages arising from any decisions made based on the Content
- Damages arising from unauthorised access to or alteration of your data
This exclusion applies regardless of the theory of liability and even if we have been advised of the possibility of such damages.
11.2 Cap on Liability
TO THE EXTENT LIABILITY CANNOT BE EXCLUDED, OUR TOTAL AGGREGATE LIABILITY TO YOU FOR ALL CLAIMS ARISING FROM OR RELATED TO THESE TERMS OR THE SERVICES SHALL NOT EXCEED THE GREATER OF:
- The total fees paid by you to us in the twelve (12) months immediately preceding the event giving rise to the claim; or
- One hundred pounds sterling (£100)
11.3 Essential Basis
The limitations and exclusions in this Section reflect a reasonable allocation of risk between the parties and form an essential basis of the bargain between us. The Services would not be provided without these limitations.
11.4 Statutory Rights
Nothing in these Terms excludes or limits liability that cannot be excluded or limited under applicable law, including liability for death or personal injury caused by negligence, fraud, or fraudulent misrepresentation.
12. Indemnification
You agree to indemnify, defend, and hold harmless Pareto Economics and its directors, officers, employees, agents, and affiliates from and against any claims, liabilities, damages, losses, costs, and expenses (including reasonable legal fees) arising out of or related to:
- Your use of the Services or Content
- Your violation of these Terms
- Your violation of any applicable law or third-party rights
- Any User Content you submit
- Any activity under your account
We reserve the right to assume exclusive defence and control of any matter subject to indemnification by you, and you agree to cooperate with our defence of such claims.
13. Termination
13.1 Termination by You
You may terminate your account at any time by contacting us or using the account deletion feature (where available). Upon termination, your right to access the Services will cease immediately.
13.2 Termination by Us
We may suspend or terminate your access to the Services, in whole or in part, at any time and for any reason, including but not limited to:
- Breach of these Terms or any applicable policies
- Non-payment of Subscription fees
- Conduct that we believe is harmful to other users, third parties, or our business interests
- Extended periods of inactivity
- Upon reasonable notice, at our discretion
Where practicable, we will provide notice before termination, except where we believe immediate termination is necessary to protect our interests or comply with legal requirements.
13.3 Effect of Termination
Upon termination:
- Your licence to use the Services terminates immediately
- You must cease all use of the Services and Content
- We may delete your account data in accordance with our Privacy Policy
- Provisions that by their nature should survive termination shall continue in effect, including Sections 6, 7, 10, 11, 12, 15, and 16
Termination shall not affect any rights or liabilities accrued prior to termination.
14. Changes to Terms
We reserve the right to modify these Terms at any time. When we make material changes, we will:
- Update the "Last updated" date at the top of these Terms
- Provide notice via email or prominent notice on the Services at least 30 days before changes take effect
- Give you the opportunity to review the revised Terms before they become effective
Your continued use of the Services after the effective date of revised Terms constitutes your acceptance of the changes. If you do not agree to the revised Terms, you must stop using the Services and may terminate your account.
15. Governing Law and Jurisdiction
15.1 Governing Law
These Terms and any dispute or claim arising out of or in connection with them (including non-contractual disputes or claims) shall be governed by and construed in accordance with the laws of England and Wales.
15.2 Jurisdiction
The courts of England and Wales shall have exclusive jurisdiction to settle any dispute or claim arising out of or in connection with these Terms, subject to Section 16 below.
15.3 Consumer Rights
If you are a consumer, you may benefit from any mandatory provisions of the law of the country in which you are resident. Nothing in these Terms affects your rights as a consumer to rely on such mandatory provisions.
16. Dispute Resolution
16.1 Informal Resolution
Before initiating any formal dispute resolution proceedings, you agree to first contact us at legal@pareto-economics.com to attempt to resolve any dispute informally. We will endeavour to resolve disputes within 30 days of receipt of your notice.
16.2 Formal Proceedings
If informal resolution is unsuccessful, either party may commence formal proceedings in accordance with Section 15. Nothing in this Section prevents either party from seeking injunctive or other equitable relief to protect its intellectual property rights or confidential information.
17. General Provisions
17.1 Entire Agreement
These Terms, together with the Privacy Policy and any other legal notices published on the Services, constitute the entire agreement between you and Pareto Economics regarding the Services and supersede all prior agreements and understandings.
17.2 Severability
If any provision of these Terms is held to be invalid, illegal, or unenforceable, the remaining provisions shall continue in full force and effect. The invalid provision shall be modified to the minimum extent necessary to make it valid and enforceable while preserving its intent.
17.3 Waiver
Our failure to enforce any right or provision of these Terms shall not constitute a waiver of such right or provision. Any waiver must be in writing and signed by an authorised representative of Pareto Economics.
17.4 Assignment
You may not assign or transfer these Terms or your rights hereunder without our prior written consent. We may assign these Terms without restriction. Any attempted assignment in violation of this Section shall be void.
17.5 No Third-Party Beneficiaries
These Terms do not create any third-party beneficiary rights, except as expressly provided herein or required by law.
17.6 Force Majeure
We shall not be liable for any failure or delay in performing our obligations where such failure or delay results from circumstances beyond our reasonable control, including but not limited to acts of God, natural disasters, war, terrorism, riots, embargoes, acts of government, epidemics, or failures of third-party services.
17.7 Notices
We may provide notices to you via email to the address associated with your account or by posting on the Services. You may provide notices to us at the contact information in Section 18. Notices shall be deemed received upon sending (for email) or posting (for notices on the Services).
